allowing selection of window in the Rayleigh_Spectrum and Rayleigh_Spectrogram

Current GWPY implementation does not allow to choose an specific window function when calculating the Rayleigh_Spectrum and Rayleigh_Spectrogram, and only the default Hann window is available.
