Experimental dependencies CI job failing because of PyCBC incompatibility with Astropy 5.1

The Experimental dependencies scheduled CI job is failing because of gwastro/pycbc#4019, we should manually pin to astropy <5.1a0 to avoid this until that issue is fixed.
