Support specifying default GWF library via environment variable

At the latest Virgo computing (VDAS) meeting, #1550 was discussed. Currently users can manually specify format="gwf.framel" to set the default frame library, but it might nice to be able to specify that via a shell environment variable - enabling the system administrator to set it globally.
