DataQualityDict.from_veto_definer_file docstring is unclear

@rpfisher reports that the docstring for DataQualityDict.from_veto_definer_file is unclear in that it doesn't explicitly state that this method does not fetch active segments from DQSegDB.

We should improve the docs for this method.
