Default URL for DataQualityFlag.query should be taken from environment

Currently the default URL for DataQualityFlag.query is hard-coded to be https://segments.ligo.org:

On the LDG the DEFAULT_SEGMENT_SERVER variable is used to store the best default URL, so we should use that.
