New cWB->SnglBurstTable ASCII parser

This PR introduces a new 'cwb-ascii' I/O format for the SnglBurstTable to read EVENTS.txt-format files from the coherent waveburst analysis.

Attached are some improvements to the associated gwpy.table module, and a new test case.
