Added support for ALLOW_DATA_ON_TAPE

This PR implements an interface to the nds2 client ALLOW_DATA_ON_TAPE parameter, if available. This also extends the logical server looping to do a first loop with ALLOW_DATA_ON_TAPE=False, then a second loop with True.
