Use ligo.org package for auth

Duncan Macleod requested to merge github/fork/duncanmmacleod/ligo.org-cis into develop

This PR removes the gwpy.utils.auth package in favour of the ligo.org package. This should simplify gwpy a little bit and rely on a more developed authentication package.

This change discovered an upstream change in the way that CIS returns its JSON packets, so that was added as well, in (hopefully) a backwards-compatible manner.
