Enable parsing SOS for TimeSeries.filter and friends

This PR fixes #344 (closed) by patching gwpy.signal.filter_design.parse_filter to handle second order sections as input, which feeds into TimeSeries.filter, Spectrogram.filter, and BodePlot.
